Creates a 301 redirect on any change in permalinks (URLs). It is difficult to say how much this function is in demand and who needs it, but I have never used this plugin function. I mean, if I needed a 301 redirect, I put it in .htaccess. And changing the permalinks of already published pages is highly discouraged! And in my opinion nobody is engaged in it;
